GRAP Stage 4 implemented in Delhi-NCR

On November 5, 2023, the Commission for Air Quality Management (CAQM) implemented Stage IV of the Graded Response Action Plan (GRAP) in Delhi and the surrounding National Capital Region (NCR). This is the most severe stage of the plan, and it is triggered when the air quality index (AQI) crosses 450.

Under Stage IV of GRAP, a number of restrictions are imposed, including:

  • A ban on the entry of all trucks, except for those carrying essential goods or services, or those using LNG/CNG/electric fuel.
  • A ban on the plying of diesel-operated Medium Goods Vehicles (MGVs) and Heavy Goods Vehicles (HGVs) registered in Delhi, except for those carrying essential goods or services.
  • A ban on all construction and demolition activities, except for essential projects.
  • A recommendation to NCR state governments and the Government of NCR Delhi to discontinue physical classes for all students up to Class XI.

In addition to these restrictions, the authorities are also taking a number of other measures to improve air quality, such as:

  • Increasing the frequency of water sprinkling on roads and other areas.
  • Intensifying the crackdown on pollution-causing vehicles.
  • Providing financial assistance to farmers to switch to cleaner agricultural practices.
  • Promoting the use of public transport and electric vehicles.

The implementation of Stage IV of GRAP is a necessary step to protect the health of the people of Delhi and the NCR. However, it is important to note that this is a short-term solution. The long-term solution to Delhi’s air pollution problem lies in addressing the root causes of the problem, such as vehicular emissions and industrial pollution.
